Call for Papers deadline: Extended 15 June 2013 Registration: starting June 2013 (Deadline: 7 October 2013). The City of Rovaniemi and the Arctic Centre of the University of Lapland would like to invite scholars and practitioners interested in presenting in the Conference 'In the Spirit of Rovaniemi Process' to submit abstracts to one of the scientific sessions. In addition, the papers should address at least one of the three cross-cutting themes. PhD students are welcome to present a poster referring to one of the sessions and addressing cross-cutting themes.

NCM Arctic Co-operation Program continues to fund the development of the joint UArctic PhD program on Arctic Health and Well-being
The Nordic Council of Ministers Arctic Co-operation program has
granted funding for arranging planning workshop in 2013 (200 000 DKK) to
continue the development of a new PhD program on Arctic Health and
Well-being. The initiative is a joint project by Thematic Networks on
Health and Well-being in the Arctic and Global Change led by Thule
Institute, University of Oulu.

International Volcanological Field School: Katmai National Park, Alaska
UAF’s Department of Geology and Geophysics offers a two-week field class, (June 9-22) in volcanology in cooperation with the Institute of Volcanology and Seismology (IVS) and the Kamchatka State University (KSU) in Petropavlovsk-Kamchatsky, Russia. The course is offered every summer both in Katmai National Park, Alaska, site of the largest eruption on Earth of the 20th century and on Gorely and Mutnovsky Volcanoes, south of Petropavlovsk-Kamchatsky. Students explore and discuss the full range of phenomena that constitutes volcanoes, using some of the best examples in the world. The course is co-taught at both the undergraduate and graduate level by John Eichelberger and Pavel Izbekov of UAF, as well as by guest scientists from Russia, the US, and Japan. Students come from across the US, Russia, and Japan, and occasionally from other countries.More information available

Law Forum: “New Arctic Geopolitics"
Dr. Lassi Heininen prof. at University of Lapland in Finland and chairman of the Northern Research Forum (NRF) had a presentation called: “New Arctic Geopolitics – toward more global cooperation, or back to national approach?” at the University of Akureyri.
Abstract:
By environmental awakening and international environmental cooperation, and the consequent growing intergovernmental as well as regional cooperation by non-state actors, the Arctic region became a new cooperative region in the early-1990s.
In the beginning of the 21st century the major themes, or trends, of circumpolar geopolitics and IR were increasing circumpolar cooperation by Indigenous peoples’ organizations and sub-national governments; modern region-building with nations as major actors; and a new kind of relationship between the Arctic and the outside world. Ten years later the Arctic is still stable and peaceful, and the last trend plays more important role, since there is a growing global interest, accelerated by climate change, toward the region and its natural resources.
Followed from this, a multifunctional, global and complex change has entered at the Arctic on one hand, and on the other hand, the region plays more strategic role in world politics. This goes beyond classical point of view of state hegemony, and that of conflict – cooperation relationship, and creates more global and critical approaches of geopolitics. Here the Arctic states much prioritize economic and other national interests, as well as the littoral states (of the Arctic Ocean) also emphasize state sovereignty. These states behave like they are hesitating to go further, or are afraid of globalization, or they are simply running out of new ideas.
This presentation describes recent changes in Arctic geopolitics and Northern security based on national strategies and policies (of the Arctic states), and discusses on how security is (re)defined in the entire North. Final, it points that there in Arctic geopolitics is a dilemma: either to go further toward more global and deeper international, multilateral cooperation, or back to the narrow and national(istic) approach of the state-politics.

Rural and peripheral communities have been and are still being established as outposts of capitalism and prosper through primary industries such as agriculture, mining, forestry, and fishing. More recently, tourism has reached even the most remote regions (e.g., fly-in only communities of Canada’s high Arctic) with many communities embracing this new economic opportunity. Community outcomes, however, have been mixed. Tourism is not the panacea communities may want to believe it is.

Transnational Access call to INTERACT Boreal Stations for summer 2013 and winter 2013/2014 is open 1-28 February
The INTERACT project under EU-FP7 has a Transnational Access program that offers access to research stations in the northernmost Europe and Russian Federation. The current TA call is open to Boreal Stations within the INTERACT network, including six stations in Norway, Finland, Russian Federation and Faroe Islands. The sites represent a variety of ecosystems from boreal forests, bogs and other peatlands, wetlands, flood plains and freshwater ecosystems to highlands and fjells, periglacial landscapes and low alpine tundra, providing opportunities for researchers from natural sciences to human dimension.

New Centre at the University of Tromsø
The Research Council of Norway has granted the status of Centre of Excellence (SFF centre) to the Centre for Arctic Gas Hydrate,
Environment and Climate at the University of Tromsø starting from 2013.
The centre will study methane release – in subsea methane hydrate
reservoirs, the seabed and the Arctic Ocean – to ascertain its future
impact on the marine environment and global climate system. The new centre is led by
Professor Jurgen Mienert, who also leads the UArctic Thematic Network on Arctic Geology, and will receive an annual allocation of 14 million NOK.

In response to the growing interest in exploring viable sources of
a healthy and sustainable food supply in northern regions, the
International Centre for Northern Governance and Development – in
partnership with the University of Saskatchewan and University of the
Arctic – is holding a two-day northern greenhouse workshop at
Saskatoon’s Travelodge Hotel entitled Northern Food Security: The
Greenhouse Solution (Nov. 7-8). Workshop participants from Canada’s
northern regions are joined by community stakeholders and
representatives of academia, government, First Nations and the
greenhouse industry in exploring the feasibility of four season food
production in the North.

International eco-days in Syktyvkar were held in the
framework of the NETESDA Thematic Network Activities Plan and took place in Syktyvkar, Komi
Republic , November 1-3, 2012. The days were very fruitful due to visit of the
famous Finnish eco-filmmaker Petteri Saario and his wonderful team.
The guests took part in the opening ceremony at Syktyvkar State
University (main host) which was marked by an ethno-fashion show on
the one hand and participation of local V.I.P. guests on the other one.

Memorial University of Newfoundland in St John's- - "Human Resources in Arctic extractive industries" Sept 10-16, 2012.
It was a small but extremely diverse group that we got together
in St John's, the capital of Newfoundland,
Canada. The participants to the course came from 5 different
institutions and 7 different countries, to learn for a week more on a
broad variety of topics related to what the economists and business
studies people call 'human resources' and we in anthropology call
'people'.

and Well-being was held in Oulu, Finland on August 23 -24, 2012. Workshop participants shared their currently available education on

NETESDA Russian Field School 2012 project concludes
Eleven Canadian students traveled in Russia and Komi over 30 days, concluding on June 30, 2012.
Each day was full of impressions and new knowledge about the country,

Coordinator are happy to say that the school definitely was a success.
Students liked small Komi villages in the region of Ust- Tsilma and the

Nordic Council of Ministers grants funding for UArctic PhD program on Arctic Health and Well-being
The Nordic Council of Ministers Arctic Co-operation program has
granted funding for arranging planning workshop in 2012 (220 000 DKK) to develop a new PhD program on Arctic Health and Wellbeing. The
initiative is a joint project by Thematic Networks on Health and
Well-being in the Arctic and Global Change led by Thule Institute,
University of Oulu. Networks will work together in developing a first
complete PhD Program under auspices of UArctic.

Venus Transit Conference
A group of scholars at the University of Tromsø will host a
conference on the cultural and scientific history of the transits of
Venus, in Tromsø 2-3 June 2012. The conference takes place in Tromsø for
two reasons. First and foremost, the last transit of Venus of our
century lends itself to be observed on the disc of the Midnight Sun in
northernmost Norway, 5-6 June 2012. Second, several Venus transit
expeditions in this region were central in the global enterprise of
measuring the scale of the solar system in 1761 and 1769.

Calotte Academy 2012 program: May 28 - June -4 2012
The Calotte Academy 2012 will be organized from May 28 to June 4, 2012 in Rovaniemi and Inari (Finland), Kiruna and Abisko (Sweden), and Tromsø (Norway). Grant awarded to the Thematic Network on Managing Small and Medium Sized Enterprises in the North
A prime objective since the founding of the Thematic Network on
Managing Small and Medium Sized Enterprises in the North in June 2011
has been to fund activities within the network. Good news then is
that the Thematic Network on Managing Small and Medium Sized Enterprises
recently secured NOK 2.75 million (equivalent to $470.000USD) from the
Norwegian Agency for International Cooperation in Education (SIU) to
fund educational cooperation with Northwestern Russia.

University of Alaska Anchorage (UAA) Arctic Engineering graduate
student Ben Still is the recipient of the URS Arctic Engineering
Graduate Fellowship for the 2010-11 and the 2011-2012 academic years.
The total of $50,000 fellowship enables Ben to undertake research in
arctic engineering, work closely with faculty, gain invaluable

Arctic Law Thematic Network during the year 2011
Year 2011 was the time when the Arctic Law thematic network came
into being. After the preparatory meeting in Finland in December 2010,
we started to plan the way the Arctic Law TN could be made best use of –
as a network of Arctic legal researcher and other legal experts. The TN
was formally accepted in the June 2011 Council meeting of the
University of the Arctic.

SNOWTALKS A PhD Training course on multidisciplinary issues related snow and climate change effects on it
March 19 – 23, 2011, Abisko Scientific Research Station, Sweden. Course will cover the long-term environmental changes and ecological studies of plants and animals, but also the relations between land use and people and changes in people’s health and wellbeing and security due to changes in climate (e.g. changes in snow and ice conditions). Case studies of climate and environmental changes, especially on snow will form the basis for evaluating the interactions between ecosystems and people.

Close to 100 attendees representing government, industry,
community leaders, academia, and NGOs took part in the first ever
Greenlandic oil and gas key stakeholder dialogue designed to discuss and
address key issues regarding oil and gas development in Greenland. UArctic's Thematic Network 'Energy in New Time' was involved with the successful stakeholder dialogue meeting in Nuuk, Greenland, and has plans for similar events that will also include PhD courses. The aim is to hold another meeting in Newfoundland in fall 2012.

New Distance Learning Project in Sami Duodji Arts and Crafts
Two of the members of UArctic Thematic Network in Indigenous Arts
and Crafts, Sami University College in Guovdageaidnu and Sami
Educational Centere in Jokkmokk, Sweden have completed a joint education project.
The project lasted one acadmic year, from August 2010 to June 2011. It was a 30 credits course in duodji (Sami arts
and crafts), for which Sami University College had the pedagogical
responsibility.

Should Artificial Reefs be Used in Icelandic Mariculture?
Dafna Israel, a current student in Coastal and Marine Management at University Centre of the West Fjords gave a presentation of her current research project on October 5, 2011, which is connected to the UArctic Thematic Network on Coastal and Marine Issues.
In her project, Dafna looks at ways to reduce the accumulation of excess feed discharge from mariculture cages. Such accumulation can cause eutrophication of nutrients at the environment surrounding the cages. She collaborates with a number of local people in Ísafjörður and Bolungarvík.

Progress update on Thematic Network on Arctic Law
One of UArctic's newest Thematic Networks, Arctic Law, has wasted no time in kick starting its activities. Following its approval by the Council of the University of the Arctic in June, the network has approved its action plan and established its own
website. The network was very active in the recent fourth 'Akureyri Polar Law Symposium', this time held in Nuuk, Greenland.

A new current, the North Icelandic Jet, discovered by
UAkureyri/Uwestfjords professor Steíngrímur Jónsson and his colleague
Héðinn Valdimarsson at the Marine Research Institute Iceland, has raised
attention in the international scientific world. The current has been
measured and mapped by the Woods Hole Oceanographic Institution in
cooperation with the Marine Institute of Iceland. This deep-reaching
ocean circulation system north of Iceland could significantly influence
the ocean’s response to climate change in previously unforeseen ways.

An MCH Student’s View on Health, the North and UArctic
2009 marked an important step for Sandra Juutilainen’s involvement in UArctic, as she then started her master’s in Circumpolar Health and Wellbeing (MCH) at the University of Oulu, which was created under the auspices of UArctic’s Thematic Network on Arctic Medicine. But, the 40 year old Canadian felt even more part of the UArctic network community after the March 2011 Students’ Forum in Inari and Kautokeino.

Summer Institute in Circumpolar Health Research (SICHR) Oulu, Finland, 13-17 June 2011
The Summer Institute in Circumpolar Health Research consists of two 1.5 day courses, aimed to PhD and Master level students. The registration to the courses is open on-line until May 15th 2011.
Registration fee is 150 Euro for one course and 250 Euro for both courses. The course fees include participation in the INCHR Annual Meeting meeting on 14-15 June. The travel and hotel bookings are on individual responsibility of the participants. International Network for Circumpolar Health Research (INCHR) Annual Meeting Oulu, Finland, 14-15 June 2011
INCHR Annual Meeting will take place at Oulu, Finland, on June 14-15, 2011. The program consists of a Sámi Health workshop and INCRH Scientific Sessions with oral and poster presentations, and of a INCHR General Assembly.
The registration fee 75 Euro includes lunch, coffee and congress material. Student registration open on Master’s course developed by Thematic Network on Global Change in the Arctic: Health, security and wellbeing in the North
Call is open for Master’s students interested in health, security
and wellbeing in the North. The number of students elected to the course
is limited up to 15 students. Students are selected based on their
previous studies and interest on Northern health and wellbeing. Course
will run from January 24th until April 10th, 2011.

The Gargia Conference 2010: Between tradition and modernity

It was a true international course. The approx. 25 students came from Cameroon in south to Canada in the north. And the teachers came from Russia, Norway, Canada, USA, Finland and Sweden. The first course on master level in “Social Policy in the High North” was held at Bodø University College the first week of October.

The UArctic project, Arctic Virtual Tools, will convene a project coordination meeting at the Arctic Centre in Rovaniemi, March 8-10, 2010. The project is coordinated by the Thule Institute, University of Oulu and counts Arctic Portal (University of Akureyri), University of Lapland, and the University Centre of the West Fjords as partners. Among its activities, the Arctic Virtual Tools project is exploring new technologies to support online learning in the North, and developing new online learning resources based on the work of various Thematic Networks, Circumpolar Studies, and the UArctic Atlas. These products and services will support various UArctic education activities. The project is also working closely with APECS, the
Association of Polar Early Career Scientists. This project is funded by the
Nordic Council of Ministers Arctic Co-Opeation Program, which is administered by
Nordregio.

German student intrigued to pursue studying the Arctic through the Arctic Studies Program
Thomas Pollmann is an Artic Studies Program (ASP) student from Giessen, Hesse, Germany. After finishing up his intermediate exam with a focus on Spatial Planning, Remote Sensing, Geographic Information Systems and Hydro Geography at University Giessen he thought it would be an interesting experience to enroll into the ASP program offered at the University of Lapland in Rovaniemi, Finland.

Social Policy in the High North: A successful master course!

It was a true international course. The approx. 25 students came from Cameroon in south to Canada in the north. And the teachers came from Russia, Norway, Canada, USA, Finland and Sweden. The first course on master level in “Social Policy in the High North” was held at Bodø University College the first week of October.
This kind of course represents an unusual chance to a comprehensive, but at the same time close look at the topic from different angles. The teachers, who also are researchers, also enjoyed the possibilities to discuss important questions with other colleagues.
The course also was special to the “Thematic Network of Social Work”, as it was the first course we were responsible for with such a broad team of teachers. This also meant that the potential of the network was discussed with many new colleagues. Hopefully this will lead to new activities within a network, which are becoming more and more active.
Prof. Elena Golubeva from Pomor State University in Archangel, Russia and Prof. Doug Durst from University of Regina, Canada were two of the teachers at the course
